The present invention relates to an apparatus and a method for communications between vehicles. The apparatus comprises: a communication unit for communicating with another vehicle; a location checking unit for checking vehicle location information; and a control unit for synchronizing a message transmission and reception time with the other vehicle using the signal of the location checking unit, setting a communication condition according to the congestion of the communications with the other vehicle, and transmitting and receiving a message to and from other vehicles at the time synchronized according to the communication condition.
