PROBLEM TO BE SOLVED: To provide a flow rate measurement apparatus capable of solving a problem in conventional flow rate measurement apparatuses with a cut-off valve which requires a model dedicated for a prepayment system and which does not allow a user to easily set the consumption amount.SOLUTION: A flow rate measurement apparatus 10 includes: a flow-rate measuring section 19 that measures the flow rate of a utility; a cut-off unit 18 that cuts off a flow channel; a communication section 14 that communicates with a mobile terminal 30; and a controller 21 that, receiving an available flow rate from the mobile terminal 30 via a communication section 14, controls the cut-off unit 18 to operate based on the available flow rate.
