Solution Means A packet exchange device has a reception means for receiving the position registration update request from a mobile wireless device that includes a control means for attaching an emergency call identifier to a position registration update request when an emergency call is transmitted and a transmission means for transmitting the position registration update request; a decision means for determining whether an emergency call identifier is attached to the position registration update request received by the reception unit, a priority order determination means that sets the mobile wireless device that transmitted the position registration update request at a higher priority than a mobile wireless device that transmitted a position registration update request without an attached emergency call identifier when the decision unit verified the emergency call identifier for the update of the position registration, and a position registration means for registering the position of the mobile wireless device in the order determined by the priority order determination means.
