<P>PROBLEM TO BE SOLVED: To provide a user interface device of a portable terminal with a touch screen, and a method of the same. <P>SOLUTION: The user interface device includes: a touch screen including a second region for displaying a toolbar including at least one UI element related to a specific function and a first region where the UI element is dragged and positioned and a function pertinent to the UI element is activated; and a control unit for activating the function associated with the UI element when the UI element is dragged into the first region. That is, the portable terminal provides a tool-bar for which a plurality of icons are arrayed on one side face of a standby screen displayed on the touch screen, and the function is activated when the icon is dragged and positioned on a main screen of a display part.
