<P>PROBLEM TO BE SOLVED: To provide a coating layer free from a defect which is caused on a PFA-based composite coating surface. <P>SOLUTION: A power mixture including a plurality of fluoroplastic powders, a plurality of aerogel particles and a fluorine-based surfactant is prepared, and the powder mixture is applied onto a material surface and hardened.
