<P>PROBLEM TO BE SOLVED: To provide a flat grinding wheel which can be efficiently ultrasonically vibrated. <P>SOLUTION: This flat grinding wheel includes a disc-like wheel base 61 including a mounting hole at the central part, and an abrasive wheel 62 mounted to an outer peripheral surface of the wheel base.
