<P>PROBLEM TO BE SOLVED: To provide a member for improving heat exchange efficiency and a heat exchanger provided with the same, capable of easily and surely improving (changing) partial heat exchange efficiency and the whole heat exchange efficiency regardless of new or existing arrangement. <P>SOLUTION: The heat exchanger for arranging a plurality of heat transfer tubes 1 of circular tubes circulating one fluid in the inside in the inside of a shell circulating the other fluid R1 attaches the members 2 for improving the heat exchange efficiency formed so as to make uneven heat transfer faces 6 to outer peripheral faces 1a of the heat transfer tubes 1 so as to envelop the heat transfer tubes 1.
