PROBLEM TO BE SOLVED: To provide a novel wheel cover and a vehicle wheel, which enable a tire to be cooled while the vehicle travels. SOLUTION: The wheel cover 4 or the vehicle wheel 3B has a bowl-shaped outer surface 4a or 3b having a rotation center 4a<SB>1</SB>or 3b<SB>1</SB>which is on the outermost side in its cross-sectional shape, and is provided with a plurality of fins 4b which radiate into the rotation center 4a<SB>1</SB>or 3b<SB>1</SB>in the outer surface marginal part 4a<SB>2</SB>of the wheel cover 4, or in the outer surface marginal part 3b<SB>2</SB>of the vehicle wheel 3B, and are arranged at intervals in the rotation direction of a tire.
