PROBLEM TO BE SOLVED: To find out the inactivity of equipment which is installed in an electric station via a remote controller.

SOLUTION: In a first mode, a second control unit supplies a gradually raised voltage signal to the tripping coil or input coil of a breaker as a test signal for performing the operation test of a blocking circuit, and a determination part obtains a minimum operation voltage at which the breaker has operated according to the test signal based on an event signal indicating the operation state of the blocking circuit, and then determines that the blocking circuit has operated with specified performance if the minimum operation voltage is under a specified reference operation voltage.
