PROBLEM TO BE SOLVED: To provide an inspection device and an inspection system which are easy in maintenance-inspection and treatment, without applying a load to an environment. SOLUTION: This inspection device 3 of a steel tower 1 is liftably constituted along a wire 4 tensioned along the steel tower 1 between an upper part and a lower part of the steel tower 1, for inspecting the upper part of the steel tower 1 by an image. The inspection device includes a camera 19 for photographing a peripheral image, a pair of driving wheels 5a and 5b arranged so as to sandwich the wire 4 from both sides, a spiral spring 6 for spirally arranging a plate-like member having one end connected to a support shaft 7 and energizing power by rotating this support shaft in the predetermined direction, a rotation transmitting mechanism 9 for transmitting the rotation of the support shaft 7 by discharge of the power energized by the spiral spring 6 to the driving wheels 5a and 5b, a control unit 12, an electromagnetic clutch 17 and an electromagnetic brake 18 for allowing and checking the rotation of the support shaft 7 by remote control through radio transmission.
