The device has a pendulum (3) including a dipping strut (4), stored in a support area (2) and guided in an infra-red light barrier (5). A hardened support ruler (9) is formed as knife-like structure that is fine polished at a support area. Entire width of a housing (14) lies on the support ruler. The support area is made of a soft material e.g. duralumin. The pendulum includes a swept brass weight (7) hangingly mounted on a foot. The brass weight is laterally guided by a slip stop (10).
