PURPOSE: A filler for ejecting ingot steel and a manufacturing method thereof are provided to increase quality and productivity since high mobility and sintering resistance are satisfied and the rate of a hole becomes high in refining and casting processes. CONSTITUTION: A filler for ejecting ingot steel(2a) comprises a core material, a coating layer and an adhesive layer. The core material comprises fireproof composition. The coating layer is formed on the surface of the core material and contains a carbon-based material. The adhesive layer is installed between the core material and the coating layer.
