PURPOSE: A solar heat collecting panel is provided to rapidly heat a heat transfer fluid flowing in a heat transfer fluid circulation pipe. CONSTITUTION: A solar heat collecting panel comprises a casing(110), a reflective mirror(120), and a convex lens unit(130). The casing is formed in a rectangular parallelepiped shape, and the top is opened. The reflective mirror is arranged on the inner bottom of the casing. The convex lens unit finishes the top of the casing and passes sunlight. The convex lens unit collects the sunlight reflected from the reflective mirror to a heat transfer fluid circulation pipe. The convex lens unit comprises a condensing panel(132) and a condensing material(134). The condensing panel is made of transparent glass or transparent acrylic resin.
