PROBLEM TO BE SOLVED: To reduce motion blurs occurring in the case of erroneous detection of a motion vector, with respect to a frame rate conversion device and method. SOLUTION: In an image processing apparatus which generates high-frequency emphasized image data resulting from emphasizing a high-frequency component and low-frequency interpolated image data using motion compensation, from image data input per frame and outputs the high-frequency emphasized image data and the low-frequency interpolated image data as sub-frames, an evaluation value of a motion vector detected during the motion compensation is calculated, and such a control is performed based on the calculated evaluation value that luminance of the low-frequency interpolated image data is lowered relative to the high-frequency emphasized image data.
