PROBLEM TO BE SOLVED: To provide a map information generating device capable of properly displaying a road and the road number in a display region. SOLUTION: A processing section 150 of the map information generating device 100 sets the final arrangement position of an annotation character string of the road number in scales 1, 2, 3, 4 at position along the same number link recognized as being imparted with the same road number and where at least one annotation character string is displayed, together with the road in the display region. The processing section 150 generates annotation data, by reflecting the setting state of the final arrangement position of the annotation character string of the road number, and based on the annotation data, the road number is displayed.
