PROBLEM TO BE SOLVED: To provide a yarn-splicing device and a fiber machine having the same, which selects a flow rate of fluid by instantly switching to a proper flow rate corresponding to the characteristic of yarn to be spliced. SOLUTION: This fluid type yarn-splicing device for yarn-splicing includes a flow control mechanism 14 for adjusting the flow rate of the fluid. The flow control mechanism 14 includes an orifice member 32 for restricting the opening area of a flow passage of the fluid. The orifice member 32 is constituted so as to select the opening area of the flow passage different in stepwise, and the flow rate of the fluid is selected stepwise by switching selection of the opening area.
