PROBLEM TO BE SOLVED: To provide an electric panel heater capable of taking desired radiation heat at a lower part of an equipment body while improving radiation heat heating efficiency by reducing a temperature difference between an upper part and a lower part of an equipment body. SOLUTION: The electric panel heater 1 comprises a body case 2 having an opening on a surface standing on a floor surface etc., and having a space of a predetermined size inside, a planar heating element 13 stored in the space of the body case, and a front surface panel 7 positioned ahead of the heating element to cover the opening of the body case. The planar heating element 13 is arranged to be divided into a plurality of stages of heating element units upward from the floor surface side. A plurality of the divided heating element units are composed of heater wires in each of which a heater wattage is the largest at the floor-surface side heating element unit, and the wattage gradually becomes smaller as the unit becomes farther from the floor surface.
