PROBLEM TO BE SOLVED: To perform a ware leveling control including a physical block (PB), in which hardly rewritten data are stored, only when the PB exists. SOLUTION: A memory controller (CTL) updates a count value (CV) based on the assignment of a new logical block (LB) to the PB, and writes the count information (CI) to be determined based on the count value in a PB to which the new LB has been assigned. Also, a CTL receives the instruction of an LBA from a host system. The CTL determines whether to transfer the data in the PB to another PB based on the CV and the CI in the PB to which the LB specified based on the instructed LBA has been assigned, and when the determination result is positive, transfers the data in the PB to an empty block detected by the empty block retrieval.
