PROBLEM TO BE SOLVED: To provide a reformer which has a simple structure and is excellent in thermal efficiency. SOLUTION: The reformer comprises: a plate 3 on which a reforming catalyst for reforming a reforming starting gas is deposited; and a heat supply element 6 for supplying heat to be used for an endothermic reaction accompanying a reforming reaction to the reforming starting gas and/or the reforming gas. The heat supply element 6 is located substantially at the center of the plate 3 and the reforming starting gas and/or a reforming gas flows from an inlet 7b1 located in the vicinity of the heat supply element 6 toward an outlet 7c1 located on the outer peripheral side of the plate 3 along the plate 3.
