PROBLEM TO BE SOLVED: To obtain the coordinate values of a world coordinate system in real time from a wide angle image with distortion. SOLUTION: A measurement map generation device includes: distortion flattening processing 30 for converting the image coordinate value [Ud, Vd] of a wide angle image 10 into a distorted plane coordinate value [Xcd, Ycd] by using a coordinate relation expression 20 and each parameter; ideal flattening processing 32 for converting the distorted plane coordinate value [Xcd, Ycd] into an ideal plane coordinate value [Xcm, Ycm]; a world coordinate creation processing 34 for converting the ideal plane coordinate value [Xcm, Ycm] into a world coordinate value [Xwm, Ywm, Zwm]; and a map generation processing 36 for storing the world coordinate value [Xwn, Ywm, Zwm] of the image coordinate value [Ud, Vd] into a storage part 14 as a measurement map 38.
