<p><P>PROBLEM TO BE SOLVED: To provide a storage body controller capable of lowering a gate induction drain leakage current, and a decoder. <P>SOLUTION: The storage body controller and the decoder are provided. The decoder includes first to fourth transistors. The gates of the first to fourth transistors are connected to first to fourth control signals, respectively. A first end and a second end of the first transistor are connected to a first voltage and a first end of the second transistor, respectively. First ends and second ends of the third and the fourth transistors are connected to a second end of the second transistor and a second voltage, respectively. When the first and the second transistors are turned off, the voltage of the second control signal is smaller than the voltage of the first control signal.
