<P>PROBLEM TO BE SOLVED: To provide a content distribution system for caching a lot of content while suppressing cost for capacity of storages, and managing load balancing and cache states of the content according to a download interval. <P>SOLUTION: The content distribution system 1 shown by Fig.1 comprises three DL (Down Load) servers 5, a load balancing device 6, and storages 3A-3C that are cache storages. The content distribution system 1 includes: a storage hierarchy part 30 including a storage 3D and hierarchical clusters 30a each provided for each DL server 5; and a storage management device 2. When the storage management device 2 receives an instruction to cache content, the storage management device 2 determines the hierarchical cluster 30a caching the content according to a load balancing rule, and caches it in the determined hierarchical cluster 30a.
