PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit and a video signal output circuit which can suppress in a missing synchronizing signal and inexpensively contribute to the miniaturization of a product. SOLUTION: The semiconductor integrated circuit, which includes an operational amplifier having a non-inverted input terminal to which a video signal is inputted and performing sag correction for a video signal outputted from the operational amplifier, includes a first resistor with one end connected to an inverted input terminal of the operational amplifier and the other terminal grounded, a first external terminal to which an output terminal of the operational amplifier is connected, a second external terminal connected to the inverted input terminal of the operational amplifier, and a second resistor with one end connected to the output terminal of the operational amplifier and the other end connected to the inverted input terminal of the operational amplifier, wherein a resistance value of the second resistor is determined based on a capacitance value of a first capacitor connected in parallel with the second resistor between the first external terminal and the second external terminal.
