<P>PROBLEM TO BE SOLVED: To provide a debugging system for debugging a program under the conditions of a normal operation. <P>SOLUTION: A debugging system includes: an OCD (On-Chip Debug) emulator 102a connected through optical fibers 104a to 104c to a target device on which a program to be debugged is executed and configured to perform emulation of the target device 107; and a conversion part 105a interposed between an OCD emulator 102a and target device 107, and configured to convert an optical signal output from the OCD emulator 102a through optical fibers 104a to 104c into an electric signal, and to convert an electric signal output from the target device 107 into an optical signal.
