PURPOSE: A method and an apparatus for efficiently measuring and monitoring quality of a radio network signal in a SIGTRAN(Signaling Transport) section are provided to discriminates an originating place and a destination place by referring to an origination TID inserted into a TCAP message when measuring the quality of signals transmitted and received between target nodes. CONSTITUTION: A transmission signal discrimination unit(341) extracts TID(Transmission ID) from a transmission message, and stores a transaction identifier by matching the extracted transaction identifier with an origination node identifier. A receiving signal discriminating unit(342) extracts the transaction identifier from a response message, and stores the transaction identifier by matching the transaction identifier with the identifier of the originating node. An analyzing unit(343) performs quality analysis by comparing a transmission message with the response message.
