PROBLEM TO BE SOLVED: To efficiently drive resources in an on-line system which performs processing after log-in. SOLUTION: In the on-line system 1, an authentication server 3 controls flow rate of a customer access by adjusting the number of log-in users via a network 9. Resource information, such as CPU utilization rate, is directly acquired by a communication line from a DB server 6, which is a bottleneck, and log-in threshold (threshold of the number of log-in users) is changed in accordance with the resource information. An AP server 5 provides a financial service in accordance with a customer's request, accesses a DB server 6 when necessary, refers to and updates the DB, and supports an access to the DB server 6 from a host 7. The DB server 6 stores customer information and transaction history information, writes and reads data according to an instruction from the AP server 5, and when transaction is made via the network 9, frequently writes and reads the DB as processing related to the transaction.
