PROBLEM TO BE SOLVED: To reduce "an amount of learning data obtained under a real situation" necessary for generating a preference inference model having high estimation accuracy. SOLUTION: This preference estimation device has: a learning data storage means storing the learning data obtained under the real situation and learning data obtained under a virtual situation; a model generation means generating the inference model based on the learning data obtained under the real situation and the learning data obtained under the virtual situation; and a preference estimation means calculating a preference estimation result from the inference model, input data of a target user, and input data of target content.
