PROBLEM TO BE SOLVED: To obtaine a highly versatile digital watermark technology can verify completeness with high accuracy without necessitating the content before embedding digital watermark, and can guarantee the continuity of the content. SOLUTION: A digital watermark embedding device divides a moving image content into GOP units in a content division processing 11, generates watermark data N from the divided content N in a watermark data generation processing 12, and embeds the generated watermark data N into a divided content N+1 in a watermark data embedding processing 13. The divided content N+1 in which the watermark data N is embedded is used for generating the next watermark data N+1 in the watermark data generation processing 12. All the divided contents in which watermark is embedded are connected in a content connection processing 14, and a moving image content in which the digital watermark is embedded is generated.
