A video quality measurement apparatus and a method thereof for evaluating picture quality of the video for motion detection are provided to acquire video data about the same object by synchronizing the object within moving picture. A signal generator(110) supplies moving-picture data to a display device. A camera(120) takes a picture of the moving picture corresponding to the provided moving-picture data. A motion controller(130) stores the information about the movement of the object within the displayed moving picture. According to move of object by using the stored motion information, the movement control part moves camera. A picture quality evaluator(150) evaluates the picture quality of the displayed moving picture.
