PROBLEM TO BE SOLVED: To provide a contact charging roll, which hardly causes a space from a photosensitive drum even if a hollow part is formed between a shaft body and a constituting layer. SOLUTION: The contact charging roll includes an elastic layer 2 consisting of a cylindrical outer circumferential wall 21 and sidewalls 22 closing lateral openings of the cylindrical outer circumferential wall, the elastic layer 2 being provided on the outer circumference of the shaft body 1 so as to form a hollow part 4 surrounded by the outer circumferential surface of the shaft body 1 and the elastic layer 2.
