PROBLEM TO BE SOLVED: To provide a manufacturing means strictly preventing the intrusion of a punch residue into a product which occurs at protrusively forming a punching hole at a soft packaging film base material, of a failure at protrusively forming the punching hole, and high in quality and enhanced in production efficiency. SOLUTION: The punch hole punching apparatus for punching at least one of the punch holes on the film-like base material is provided with a punch mechanism for punching the punch hole by horizontally operating a punch blade with respect to the base material horizontally held, a punch residue discharge mechanism disposed in the same number in correspondence with the punch blade and having a suction pipe discharging the generated punch residue, a punch residue detection mechanism disposed in correspondence with the suction pipe and having a detection sensor for detecting the punch residue passing through an inside of the suction pipe, and a warning mechanism for performing warning operation when one of the detection mechanisms of the suction pipes does not detects the punch residue though the punch mechanism is operated.
