A post filtering device of a DCT-based image and a method thereof are provided to effectively remove a blocking phenomenon occurring on an image in an image processing field, thereby offering a computer readable recording medium that records a program to be executed in a computer. A blocking detector(110) sequentially selects a predetermined number of pixels in each block from borders of the neighboring blocks. The blocking detector determines an output membership function for reducing blocking effect of the blocks by a predetermined determination rule based on the selected membership function, with regard to second and third input variables. An interpolation unit(120) interpolates pixel values of the selected pixels by a filter corresponding to the determined output membership function.
