PROBLEM TO BE SOLVED: To correctly reproduce an execution time T of each instruction of a control program 21 described for an old CPU by a new CPU 15. SOLUTION: Each specified execution time T in the case that each instruction of the control program 21 described for the old CPU is stored and kept. In a process of sequentially subjecting the respective instructions of the control program 21 to an emulation process by the new CPU, a processing time Te in which each instruction is subjected to the emulation process is counted, and a residual time Ta obtained by subtracting an actual processing time Te from the specified execution time T of the instruction is calculated. After the passage of the residual time Ta after the execution completion of the emulation process to one instruction, the execution of the emulation process for the next instruction is started.
