PROBLEM TO BE SOLVED: To provide a magnetic recording medium capable of recording/reproducing high density information by compatibly incorporating fineness of particle diameters and perpendicular orientation properties in a perpendicular magnetic recording layer, to provide its manufacturing method and to provide a magnetic recording/reproducing device.

SOLUTION: In the perpendicular magnetic recording medium having at least a backing layer, a seed layer, an underlayer and a perpendicular magnetic recording film on a non-magnetic substrate, at least one layer of the seed layer has a covalent material.
