The size of a quantization error is roughly judged whether a minimum difference absolute value sum obtained by search of a motion vector exceeds a predetermined threshold value. When the quantization error is small, the current macro block is divided into 16 blocks of 4 × 4 pixels and it is judged whether the current macro block has a visually remarkable noise in any pixels. If there is a visually remarkable noise, in-frame encoding is selected. When the quantization error is large, it is judged whether a visually remarkable noise exists in the current macro block while considering the size of the motion vector. If a visually remarkable noise exists, in-frame encoding is selected.
