PROBLEM TO BE SOLVED: To provide a horizontal blind wherein an upper-stage slat and a lower-stage slat are angle-adjustable to differential angles with a common driving shaft and the upper-stage slat and the lower-stage slat are turnable in the horizontal direction at the same time and also turnable into a fully closed condition in any direction. SOLUTION: The upper-stage slat 3a and the lower-stage slat 3b are suspended and supported from a head box 1 via a first ladder cord 2a and a second ladder cord 2b, respectively. A slat angle adjusting device has turning speed control devices 7a, 7b for turning the upper-stage slat and the lower-stage slat at different turning speeds in accordance with the rotation of the common driving shaft 8, and a turn restricting device 11 for preventing the upper- or lower-stage slat, turned into a fully closed or opened condition, from being further turned in the same direction.
