PROBLEM TO BE SOLVED: To monitor safety to protect a child from a crime such as abduction, in going and leaving to/from school. SOLUTION: This cellular phone automatically transmits an attaching and detaching state of a satchel, a current position and the presence of risky condition by a detector installed in the satchel, without requiring any operation from the child other than an action for attaching and detaching the satchel, to a cellular phone of a guardian, for the purpose of protecting the child from the crime, in going and leaving to/from school. The cellular phone has a function capable of receiving a signal therein with the highest priority, in a receiving person side, even when the guardian is under calling with the third party in the cellular phone, and capable of monitoring hereafter the child using a dedicated button on an operation face of the cellular phone, and allowing communication with the new third party, while holding a monitoring function hereinbefore, using the same cellular phone.
