An active matrix device and a flat panel display having an electrostatic protection function are provided to consume electrostatic currents by an ESD ring, thereby preventing electro devices of the active matrix device from being damaged by the electrostatic currents. A scan line(101) is in a substrate(100). A data line(105) is in the substrate as crossing the scan line. A pixel(111) is electrically connected to the data line and the scan line. At least one ESD(Electrostatic discharge) ring(109) is in the substrate as crossing the data line and the scan line. First and fourth diodes(113,119) have anodes connected to the scan line and cathodes connected to the ESD ring. Second and third diodes(115,117) have anodes connected to the ESD ring and cathodes connected to the scan line.
