<P>PROBLEM TO BE SOLVED: To provide a fixing device or the like where a fixing member is hardly scratched. <P>SOLUTION: The fixing device 60 is equipped with a fixing roller 70 and a pressure module 80 arranged so as to press-contact with the fixing roller 70 and forming a nip part N for performing pressuring and heating action to paper on which a toner image is held between the fixing roller 70 and the pressure module 80. The pressure module 80 is equipped with a support frame 81, a pressure pad 82, a first coil spring 83, a pad for peeling 84, a second coil spring 85 and a pressure belt 86. The unit pressure applied, when the pad for peeling 84 presses an elastic layer 71 through the pressure belt 86, is larger than the unit pressure applied when the pressure pad 82 presses the elastic layer 71 through the pressure belt 86.
