PROBLEM TO BE SOLVED: To prevent the co-movement of a friction-cut member in the jacking direction of an underground-passage outer-hull structure by a frictional force against the underground-passage outer-hull structure, by surely imposing a predetermined tensile force on a tie rod member. SOLUTION: The underground-passage outer-hull structure 56 is jacked while spacer members 63 and 64 are arranged between a base-pushing jack 58 and a reaction wall 62 in such a manner as to be superposed on each other in the jacking direction X. One end of the tie rod member 61 is supported and fixed on the reaction wall 62, and the other end of the tie rod member 61 is connected and fixed on the friction-cut member 51 via a tensile-force adjuster 10. The tensile force of the tie rod member 61 inhibits the co-movement of the friction-cut member 51 from being caused by the jacking of the underground-passage outer-hull structure 56. After the spacer member 63 and 64 are additionally installed by detaching the tie rod member 61 once, the tie rod member 61 is re-provided in a tensioned state, so that the operation of jacking the underground-passage outer-hull structure 56 can be restarted. In this case, after the predetermined tensile force is imposed on the tie rod member 61 by the tensile-force adjuster 10, the underground-passage outer-hull structure 56 is jacked.
