A hole cutting apparatus for an inner small pipe of an underground water collecting pipe is provided to continuously form outlet holes on the main wall of the inner small pipe by a rotating cutter of a small pipe hole cutting unit assembled to a molding head. A hole cutting apparatus for an inner small pipe(12) of an underground water collecting pipe(10) includes a molding guide pipe(210), an outlet hole forming unit(220), and a discharge guide unit(230). The molding guide pipe is connected to a molding head of an extruder for the underground water collecting pipe so as to guide movement of a main pipe. The outlet hole forming unit is arranged in the molding guide pipe, and forms a plurality of outlet holes(14) on the main wall of the inner small pipe. The discharge guide unit is joined to the front end of the molding guide pipe so as to guide movement of the underground water collecting pipe which has passed through the outlet hole forming unit.
