A communication system (100) is provided that allows a wireless Access Terminal (102) that is monitoring, or is engaged in a circuit voice call in, a circuit switched network (110) and has a dormant packet data session anchored on a packet switched network (140), to send packet data to, and to receive packet data from, a packet data network (152) connected to the packet switched network without having to switch to the packet switched network and even though a packet data session is not established in the circuit switched network.
