PROBLEM TO BE SOLVED: To provide a network quality analysis apparatus, a quality class determining apparatus, a network quality analysis method, a class determining method, and a program capable of obtaining an analysis result associated with delay fluctuations in a way of clarifying the effect on the user's bodily sensation quality under an in-service environment.

SOLUTION: A quality analysis section 12 classifies the media packets depending on quality classes of quality class definition information on the basis of a delay fluctuation time of the media packets obtained from transmission side quality information denoting a transmission state of the media packets transmitted from a transmission side application terminal and reception quality information denoting a reception state of the media packets received by a receiver side application terminal, and outputs statistic information of the media packets classified depending on the quality classes as a result of the analysis.
