Facilities having a buoyancy function are provided to prevent facilities or buildings from being washed away by ascending with buoyancy if a river floods or the water level rises and to ascend and descend a floating body along a guide post smoothly even if buoyancy occurs along with the increase of the water level. Facilities having a buoyancy function for lifting a building or facilities constructed on the ground up to the water surface using buoyancy comprise a floating body(100) having many closed spaces inside to generate buoyancy and equipped with a simple building or facilities(S) at the top, many guide posts(200) installed to a concrete foundation structure(C) to be located in the corner of the floating body to guide the ascent and descent of the floating body, and a transfer device(300) installed to the floating body and composed of a ring-shaped frame(310), a support frame(320) connecting the floating body and the frame, many brackets installed at the inner circumferential surface of the frame and a roller installed between two brackets to guide the floating body to ascend and descend along each guide post smoothly.
