PROBLEM TO BE SOLVED: To prevent occurrence of an image defect by maintaining the number of rotations of a rotary deflector in an optimum range of number of rotations even when a line velocity is changed. SOLUTION: The maximum process line velocity in an image forming apparatus is denoted by Vmax, the number of beams from a light source at the line velocity Vmax is denoted by Ndef, and the number of rotations of the rotary deflector is denoted by Rdef; and when the process line velocity is decreased from Vmax to V (Vmax>V), the number of rotations of the rotary deflector is only decreased to Rm=Rdef×(V/Vmax) if V/Vmax is larger than a prescribed value. If the V/Vmax is equal to or lower than the prescribed value, the number of beams from the light source is decreased to Ndef/m (m is a natural number) as well as the number of rotations of the rotary deflector is decreased to Rm=Rdef×(V/Vmax)×m.
