PROBLEM TO BE SOLVED: To improve energy efficiency, by optimizing an indoor environment of a building. SOLUTION: A shutter device 13 is arranged on the outdoor side of the building, and a window part is closed by a shutter curtain 15. The shutter curtain 15 is constituted by vertically connecting a large number of slats 21, and the respective slats 21 can be respectively adjusted in an angle. A shutter controller 30 successively acquires outdoor environment information such as solar radiation information and outside air temperature information, and increasingly-decreasingly adjusts a slat angle on the basis of the acquired outdoor environment information.
