An apparatus for removing scum is provided to improve scum removing efficiency, by selectively using driving plates according to state of waste water and the amount of scum so as to drive a skimmer effectively. A plurality of driving shafts(4d) are formed within a precipitation bath(1) into which waster water is inputted. Each of the driving shafts is rotated while the driving shaft is wound by a chain(5) having a plurality of scrapers(7). Sludge deposited on a bottom surface of the precipitation bath is discharged through a sludge outlet and scum floating on a surface of the waste water is collected and removed, by rotation of the driving shafts. A skimmer(110) with scum collecting holes(112) and driving plates(12), of which bottom surfaces are contacted with the scrapers, are interlocked by a link joint(130).
