PROBLEM TO BE SOLVED: To provide a wet type fixing device for preventing distortion of a toner image, and to provide an image forming apparatus having the wet type fixing device. SOLUTION: The printer 1 as the electrophotographic image forming apparatus includes an intermediate transfer belt 8 to which a toner image T is transferred; and the wet type fixing device 11 that applies a fixing liquid to the toner image T. The wet type fixing device 11 has: an application roller 19 that applies the fixing liquid to the toner image T; and an opposite roller 20 disposed opposite to the application roller 19 via the intermediate transfer belt 8. The fixing liquid is applied from the circumference 19a of the application roller 19 to the toner image T transferred to the external circumferential face 8a of the intermediate transfer belt 8. In addition, the opposite roller 20 has been charged to the polarity opposite to that of the toner T.
