PROBLEM TO BE SOLVED: To solve a problem wherein it is impossible to avoid upsizing of a manual feed device, a manual paper feeding device, and an image forming device in accordance with ensuring of a special space for providing an oil damper, or the like in the vicinity of a hinge of the manual feed device. SOLUTION: A buffer means for buffering impact force generated when opening a paper loading base 62 is provided in a space 67 being a dead space originally between a manual feed cover 60 and the paper loading base 62 except parts in the vicinity of shafts 61 and 63. A flat spring 70 as an elastic member for elastically energizing the paper loading base 62 in the direction for bringing it close to the manual feed cover 60, namely, toward a nearby position (storage position) when opening a manual feed part 64 is adopted as the buffer means.
