PROBLEM TO BE SOLVED: To provide an inorganic fiber heat insulating material into which a formaldehyde scavenger is successfully infiltrated inside of the inorganic fiber heat insulating material without excessively using the formaldehyde scavenger and is extremely uniformly distributed over all the regions of the heat insulating material, and a method for manufacturing the inorganic fiber heat insulating material. SOLUTION: A binder is added to an inorganic fiber and built up in a mat shape to form an inorganic fiber web 2A. Next, by hardening the binder, an inorganic fiber mat 2B is formed. Then, with respect to the inorganic fiber mat 2B, a solution of the formaldehyde scavenger is sprayed as mist having average droplet diameter of 1 to 20μm, and is successfully infiltrated into the mat 2B and uniformly adhered.
